Db2 for z/OS packages – the compiled and executable form of static SQL, and the structural enablers of dynamic SQL – have been around for a LONG time. That said, effective management of packages has become more important in recent years, thanks to things like newer bind options (e.g., APPLCOMPAT, CONCENTRATESTMT), newer availability and concurrency enhancements (e.g., rebind phase-in, autobind phase-in) and newer mechanisms for controlling and enabling package behavior (especially the Db2 profile tables).
